SHELTER
A roof is a hope; a roof is a home. Everyone has this aspiration. Almost every creature in the animal kingdom can build its own shelter by itself. But humans cannot create their own place of residence entirely on their own. They need the assistance of others. The statement above applies particularly to the middle- and lower-income groups. There are also quite a few people who own multiple houses or many properties. Even in this case, however, it seems that a proper distribution system is still lacking in the modern world.
At one time, human beings lived in the branches of trees or in caves. There has certainly been progress since then. The number of people living in such conditions may have decreased, but the number of homeless or shelterless people is probably still far from insignificant. The world is now sufficiently old, yet modern human civilization has still not been able to guarantee housing for everyone. Although housing is one of the fundamental needs of human beings, it remains an issue that requires serious consideration.
In our consideration, this is the fifth fundamental need.
Global Military Housing Construction, Military Housing Systems, and Post-Disaster Rehabilitation: A Comparative Analysis with Bangladesh
Introduction
Housing is one of the foundations of a country’s social security, human welfare, and national stability. Almost all countries in the world construct planned housing, barracks, training facilities, and family accommodation for their armed forces. In addition, during disasters, wars, or humanitarian crises, the armed forces of many countries play an important role in establishing temporary shelters, rebuilding emergency infrastructure, and supporting rehabilitation activities.
However, in most countries, the construction and allocation of permanent housing for the general population remains the responsibility of civilian governments. The primary role of the armed forces is to provide engineering, logistical, and humanitarian assistance to the government.
United States
The United States Armed Forces operate one of the world’s largest military housing systems. Planned housing, schools, healthcare facilities, recreational centres, and other civilian amenities are available for personnel and their families at various military bases.
During hurricanes, tornadoes, floods, and other disasters, the US military participates in establishing temporary shelters, rebuilding emergency infrastructure, and providing humanitarian assistance.
United Kingdom
The UK Ministry of Defence manages housing for military personnel. In addition, military engineering units provide infrastructure support to local administrations during disasters or emergencies.
Germany
The German Armed Forces (Bundeswehr) are known for modern and environmentally sustainable military housing systems. They also assist civilian authorities in disaster management, flood prevention, and emergency rehabilitation.
Japan
The Japan Self-Defense Forces play an important role during earthquakes, tsunamis, volcanic eruptions, and other disasters. Their activities include conducting rapid rescue operations, establishing temporary shelters, and helping restore damaged infrastructure.
India
The Indian Armed Forces operate cantonment-based housing facilities for their personnel. In addition, they regularly participate in rescue operations, temporary shelter construction, and rehabilitation activities during floods, earthquakes, cyclones, and landslides.
Bangladesh
The Bangladesh Armed Forces operate housing systems for their personnel through cantonments, barracks, and family accommodation. These housing facilities are integrated with planned infrastructure, security, healthcare, and educational facilities.
During natural disasters, the Armed Forces assist in establishing temporary shelters. They also participate in constructing and repairing emergency infrastructure in affected areas and assist civilian authorities in rescue, relief, and rehabilitation operations. Through military engineering units, they work to restore roads, bridges, and communication systems. These activities help accelerate post-disaster rehabilitation.
Recommendations for Bangladesh
Further development of disaster-resilient temporary shelter construction technologies.
Increasing the modern equipment and capabilities of military engineering units.
Strengthening coordination with civilian organizations and international partners during post-disaster rehabilitation.
Increasing the use of environmentally friendly and climate-resilient construction technologies.
Developing rapidly deployable modular shelter systems that can be quickly installed during disasters.
Conclusion
Like the armed forces of developed countries around the world, the Bangladesh Armed Forces operate planned housing for their own personnel and play an important role in humanitarian assistance, temporary shelter, engineering support, and
